SPARK API was developed to serve an infinite number of use cases: The tool was conceived to be applicable across all legal domains and independent of the process in question. This way it is both, suitable for reuse and transferable.
SPARK API is explicitly designed as an assistive system with strong explainability and audit mechanisms that make review steps and decision paths fully traceable. The final decision-making authority remains with the case officer.
Planning and approval procedures for infrastructure projects in Germany are complex and slow. Public administrations must review extensive applications, conduct legal assessments, process objections and issue compliant decisions. SPARK API addresses these challenges as a modular AI solution developed in the SPARK project by the German Federal Ministry for Digital and State Modernisation with Capgemini and European partners. It automates formal review by checking documents for completeness and detecting inconsistencies across formats such as text, images and graphics. In substantive legal review, it identifies applicable laws, structures them and generates traceable decision proposals. A graph database reveals norm chains and underlying legal bases. For objection management, SPARK API evaluates and semantically clusters inputs and drafts responses using generative AI. Instead of a fixed end‑to‑end process, it provides modular functions that can be flexibly combined. The result is a scalable architecture integrating into existing platforms while ensuring transparency, security, legal compliance and digital sovereignty.
